A common future for Europe, Latin America and the Caribbean

ETTG’s latest collective report, “A common future for Europe, Latin America and the Caribbean,” highlights the shared priorities of both regions, including the green, digital, and social transitions. It emphasises the need for increased financial support for Latin America and the Caribbean, specifically looking beyond traditional aid models. The report proposes a “beyond-aid” approach that leverages various tools. This includes: Strengthened financial instruments: Providing greater access to loans and investments. Political dialogue and technical assistance: Facilitating knowledge exchange and capacity building. Collaboration in key areas: Addressing shared challenges like reforming multilateral development banks, managing debt, and implementing tax reforms. The report also identifies opportunities for collaboration in tackling climate change and promoting social inclusion. EU-LAC cooperation can focus on mapping existing initiatives, assessing the impact of energy transitions, and mobilising resources. Building a robust social protection system is crucial for addressing inequality and strengthening the social contract in Latin America and the Caribbean. The Mattei Plan for Africa: A Turning Point for Italy’s Development Cooperation Policy?

ETTG’s coordinator Daniele Fattibene has co-authored a commentary with Stefano Manservisi overviewing the Mattei Plan. Italy launched the Mattei Plan to strengthen its development cooperation with Africa. The plan has an initial funding of 5.5 billion euros and focuses on five key areas: education, agriculture, health, energy, and water. The plan aims to build a new form of partnership with African countries and leverage public and private investments. A key element of the Mattei Plan is to set up dialogue with African countries and organizations. This will ensure that the plan addresses the needs of African countries and avoids a top-down approach. The plan also aims to boost Italian participation in EU tools and leverage multilateral development banks to attract more funding. The Mattei Plan has the potential to be a game-changer for Italy’s development cooperation with Africa. However, it is important to ensure that the plan is well-coordinated, adequately funded, and involves all relevant actors, including the private sector and civil society organizations. Conflicts and Unconstitutional Changes of Government in Africa: Is there still a role for the EU-AU Partnership?

Our latest ETTG collective report entitled” Conflicts and Unconstitutional Changes of Government in Africa: Is there still a role for the EU-AU Partnership? “ is now available. Building upon a background paper and discussions held at multi-city events in Brussels and Dakar, the report gathers a comprehensive approach on the ongoing crisis in the Sahel region and offers a set of key recommendations. The events gathered over 120 participants in a span of two days and counted on interventions by African experts, European officials, renowned researchers, ambassadors, ministers and international organisations. The political and security context in the Sahel is extremely complex, characterized by military coups, weak regional institutions, and multipolar competition. This has strained the EU-AU relationship and reduced the capacity to prevent and reduce conflicts. The region can benefit from a coordinated approach that carefully navigates the situation by developing tailored packages of integrated actions that combine peace and security measures with economic and social initiatives. Amongst our key recommendations are the following: As political instability persists in the Sahel, tailored and combined peace-security-economic initiatives from the EU and AU are required. Open communication with military governments is crucial, testing Europe’s global power in a multipolar context. Strategic patience is vital to avoid regional collapse. Rebooting EU-AU relations needs a clear African strategy for internal cohesion and equal partnerships with external powers. Lifting sanctions on Niger and addressing root causes like poverty and weak development are more effective than sanctions hindering civilians. Cooperation is key to tackling systemic issues. ETTG – Southern Voice Policy Brief: Harvesting Change: Global South Policy Proposals for FAO

Southern Voice and the European Think Tanks Group (ETTG) proudly present our new policy brief, “Harvesting Change: Global South Policy Proposals for FAO.” Food systems in the Global South face numerous challenges when it comes to providing sufficient, affordable, and healthy food for all. The policy brief focuses on the importance of smallholder farmers in ensuring food security and climate action, highlighting the vulnerability they face. By strengthening their agency, we can bring widespread benefits to farmers, populations, and the environment. To ensure that investments in productive, climate-smart technologies are effective, they must be tailored to the needs of farmers. This is why local contextual evidence is crucial in empowering them. The study found that there is a lack of clarity within local and national governments, as well as the UN Rome-based agencies, on the path towards sustainable and inclusive food systems. This is where the Food and Agriculture Organization (FAO) can play a leading role in fostering a shared vision and a common understanding of crucial roadblocks. The transformation of food systems requires coordinated actions across multiple sectors. In order to support this process, it is imperative to reduce fragmentation within and between relevant UN agencies, including the Rome-based agencies. Find the policy brief available here
New ETTG – Mercator Stiftung Partnership

We are happy to announce a new 2-year partnership between ETTG and the Stiftung Mercator GmbH , titled: “Partnership of Equals” in a Multi-Crisis Context: The nexus between digitalization and development”The joint ETTG-Mercator initiative seeks to look into more equitable and mutually beneficial Africa-Europe partnerships, breaking away from the traditional North-South dependency paradigm.Through a series of multi-stakeholder events in Africa and Europe, as well as multiple publications, the project aims at facilitating constructive discussions that can effectively evaluate the consequences of multi-crises on the Africa-Europe partnership, with a specific focus on democratic governance and hashtagdigitalization.Furthermore, it seeks to identify mutual aspirations as well as potential areas of divergence between Europe and Africa in their pursuit of shared objectives. Press Release – New ETTG Director

Founded in 2010, the European Think Tanks Group (ETTG) is a network of independent European think tanks providing policy relevant analysis of EU foreign policy and action towards the Global South. During 2023, the network has worked in various topical areas, including the potential of development finance for the achievement of the 2030 Agenda and the green transition, the EU development and partnership programmes and tools, and EU-Africa relations in the current polycrisis context.ETTG connects over 400 policy researchers among its six members: the European Centre for Development Policy Management (ECDPM), the Elcano Royal Institute (Elcano), the Istituto Affari Internazionali (IAI), the Institut du Développement Durable et des Relations Internationales (IDDRI), the German Institute of Development and Sustainability (IDOS) and ODI.Iliana Olivié has been appointed Director by the Board of the ETTG after a competitive open recruitment process. She replaces Geert Laporte, who has been Director of the network since 2019. With Iliana Olivié, ETTG members will continue to strengthen their collaboration and collective work on EU international cooperation for global sustainable development. Olivié, senior analyst at Elcano, holds a PhD in Economics, is an associate professor at Complutense University of Madrid, a member of the Spanish Development Cooperation Council and Vice-President for policy engagement of the European Association of Development Research and Training Institutes (EADI).

This remarkable event was a collaborative effort of the Elcano Royal Institute, the German Institute of Development and Sustainability (IDOS), and the European Think Tanks Group (ETTG). European Development Finance in Perma-Crisis

San Bilal (ECDPM), has edited an e-book that presents valuable perspectives from external contributors. The e-book focuses on how the European Union (EU), its member states, and their development institutions can effectively address the numerous global challenges within the context of the international and European financial architecture for sustainable development. The world is currently facing a multitude of crises, including climate change, the COVID-19 pandemic, geopolitical tensions, inflationary pressures, and rising debt. These challenges not only affect advanced economies but also pose severe risks to the 2030 Agenda for Sustainable Development and developing countries. However, according to UN Secretary-General António Guterres, there is still hope and a chance to turn things around by taking concrete steps and working together. The European Union (EU) has been actively addressing these challenges through ambitious agendas and plans. With a strengthened European Financial Architecture for Development (EFAD) and international financial system reforms, the EU and its member states, financial institutions, and development agencies have the opportunity to strategically approach development finance and sustainable investment in line with European values and priorities. Through the Team Europe approach and Working Better Together process, the EU and its member states can coordinate their efforts to mobilize development resources more effectively, particularly in poorer and conflict-affected countries. The Global Gateway strategy enables Europe to project its influence globally, focusing on quality infrastructure development and aligning with European strategic goals. This e-book brings together insights from key actors on practical ways for the EU, its member states, and their development institutions to respond strategically, sustainably, and inclusively to the challenges of our time. It emphasizes the importance of aligning with the international and European financial architecture for sustainable development, prioritizing the needs and ownership of developing countries, and fostering a more effective and impactful European and international development finance agenda.
Present and Future of Italy’s Development Cooperation

In the newly published commentaire article entitled “Present and Future of Italy’s Development Cooperation”, European Think Tanks Group’s coordinator Daniele Fattibene, alongside Irene Paviotti, for the Italian Institute of International Affairs (IAI), provide an overview of the trends in Official Development Assistance and on the Italian’s perception on cooperation. The article analyses the results of a survey conducted in 2022 by IAI and University of Siena’s LAPS in which the Italian citizens’ conflicted views and general attitudes towards aid is further displayed.
