Current transnational policies exacerbate existing disparities across Mediterranean states in a context where the European Union is struggling to meet its own healthcare-related needs and many countries in North Africa and the Near East are burdened with economic hardships and internal strife.

Europe–Africa relations are facing a double challenge – the COVID-19 pandemic puts social and economic systems under strain at a point when the consequences of the climate crisis are being increasingly felt on both continents. The release echoes findings from our recent research that shows ODA flows holding up better than some had initially feared early last year when DAC members committed not to increase, but to ‘striv[e] to protect ODA budgets’.
