COVID-19 and the Global Vaccine Race

If 2020 was the year of “mask diplomacy”, as countries raced to tackle the spread of the SARS-CoV-2 virus and acquire the necessary protective gear and equipment, 2021 is likely to be remembered as the year of “vaccine diplomacy”. Growing competition between states to secure the necessary quantities of vaccines to inoculate their population has already become an established feature of the post-COVID international system and such trends are only likely to increase in the near future.

The 2021 ENP South Communication: A ‘renewed partnership’ but ‘old issues’ remain

The European Commission DG NEAR and the office of the High Representative for Foreign and Security Policy released a new policy statement (‘Communication’) ‘Renewed Partnership with the Southern Neighbourhood: A New Agenda for the Mediterranean’ on 9 February 2021. The Communication was accompanied by a staff working document ‘Renewed Partnership with the Southern Neighbourhood Economic and Investment Plan for the Southern Neighbours’. The priorities outlined in the Communication and the investment Plan are to be concretised during 2021 as the new ‘Neighbourhood, Development and International Cooperation Instrument (NDICI), which will finance the EU’s international cooperation, is programmed during 2021.

Covid-19 and local humanitarian action: five emerging trends

The Humanitarian Policy Group’s (HPG) of ODI is launching a new mapping tool which is capturing some of the changes that COVID19 has forced in real-time. Using an online survey and a review of publicly available sources, it documents how COVID19 is triggering change in the humanitarian system towards more local humanitarian action, local leadership and partnerships between international and national responders.
