ETTG Coordinator, Daniele Fattibene appeared on Rai News to discuss the progress of Italy’s Mattei Plan following the Italy-Africa Summit in Addis Ababa. Daniele shared insights on how the Italian Cooperation System is increasingly aligning diplomacy with the private sector, successfully moving past the historical fragmentation that has often hindered large-scale international initiatives.

While acknowledging the results achieved over the past two years, Daniele outlined several critical areas for improvement to ensure the Plan’s long-term effectiveness. He emphasised the necessity of a ten-year strategic vision, the implementation of transparent digital tools for SMEs, and the essential role of the African diaspora in the co-design process. Furthermore, he noted that while a business-oriented approach is valuable, ODA remains indispensable for fragile and vulnerable countries where market-driven models may not reach.

The European Bank for Reconstruction and Development (EBRD) has longstanding experience in coordinating and working with donors. The EBRD relationship with donors takes different forms, such as co-financing (e.g., grant support, concessional finance and guarantees), technical assistance and policy dialogues. The focus ranges from strategic considerations to more concrete actions. The relationship can be materialised through donor facilities, such as the Green Climate Fund, or through EBRD-established multi-donor funds, agreements with bilateral donor countries, such as the United States, Switzerland and Japan, or collaborations with the European Union (EU), for example, involving the European Commission and several EU member states.
