Artificial intelligence for electoral administration and management: A pathway for Africa-EU partnership

We are pleased to announce our forthcoming policy brief exploring the transformative potential of artificial intelligence (AI) in African Election Management Bodies (EMBs) authored by Melody Musoni (ECDPM)
and reviewed by Chloe Teevan (ECDPM), Dora Meredith (ODI) and Raquel Jorge (RIE).

Key Findings

Our research highlights critical insights for leveraging AI in electoral processes:

  1. Digital Transformation is Urgent: Most African EMBs rely on outdated manual systems. Accelerating digital infrastructure is essential to unlock AI’s potential in improving voter registration, data accuracy, and election logistics.
  2. Capacity Building is Critical: Comprehensive training programs for electoral officers are crucial to effectively navigate AI integration challenges and manage digital tools.
  3. Voter Education is Key: Proactive efforts to educate voters about AI risks, misinformation, and disinformation are necessary to maintain public trust. Utilizing traditional communication platforms and local languages can enhance outreach.
  4. Private Sector Engagement: Technology companies play a pivotal role in:
    • Mitigating AI risks
    • Monitoring social media platforms
    • Developing inclusive AI technologies
    • Advancing research on AI applications
